“British Cannabis Regulation: A Comprehensive Plan from the Largest Study on Record”

CLEAR, the United Kingdom’s longest-standing cannabis reform group, has released the third edition of their plan for regulating cannabis. This updated and revised edition includes insights from “Taxing the UK Cannabis Market,” the most extensive study ever conducted on the topic.

Some key points highlighted in the report include the fact that between 1.5 million and 2.7 million people in the UK consume cannabis at least once a month, and a staggering 10 million people have used cannabis within the past year. The illicit market for cannabis is estimated to be worth between £2.9 billion and £8.8 billion per year.

In contrast, approximately 50,000 people legally consume prescribed cannabis on a daily basis, with this market being valued at around £250 million annually. Additionally, an estimated 1.8 million people use illicit cannabis for medical purposes.

The report also highlights the significant role that cannabis plays in funding organized crime, with it being the largest source of daily cash flow for these groups.

The CLEAR Plan V3 proposes legalizing and regulating cannabis in the UK, with a suggested tax of £1 per gram. The report predicts that this would result in a net gain of between £3.3 billion and £9.5 billion per year for the Treasury.

Furthermore, the report cites evidence from other countries that have legalized and regulated cannabis, showing a decrease in underage usage.
